I ran gnome-control-center from indicator-session. Not sure when it
started but it began before latest updates. It happens every time.

I need to make a correction to my initial comment: Screenshot 2 is not
after clicking but after dragging the window.

Thank you for your bug report, how do you run gnome-control-center? When
did that start? Does it happen every time? Those bars are the compiz
decorator so reassigning to compiz
