launchpad doesn't have bug tracking for ppas, closing that bug then, you
should contact the author by email, it seems like it might just be a
known issue with the lo-menubar stable update in precise, lo-menubar is
known to be buggy, it's going to be worked this cycle

You're right. After reverting to the mainstream Unity, I discovered
that it was simply a bug in lo-menubar that appeared simultaneously.
