Disabled Top-level Menus test-case not valid anymore
To manage notifications about this bug go to:
I checked nearly every pre-installed GUI application, but wasn't able to
find any that disables the top-level menu. Gedit comes close, it has a
Go menu with all options disabled but the main menu is still enabled.
It would be better to simply write an application to demonstrate this.
