It was definitely caused by the proxy. Windows had a static ip address.
When I changed it to DHCP and authenticated with the proxy the ubuntu
installation was successful.

This may be caused by an internet proxy. I'm going to try downloading
the ISO and placing it in the wubi folder. Will update after.
