Public bug reported:

tl;dr menu key followed by letter does not always highlight menu item.

I am a user that prefers using the keyboard rather than the mouse. This
is a bug that I have noticed for a long time (many Ubuntu versions) and
have decided to finally report.

In Nautilus, a simple action such as renaming a file can be done by
right clicking, choosing rename, typing the new file name, pressing
enter. Without the mouse, this can be done by navigating to the file
with the cursor keys, pressing the menu key, pressing R, pressing enter,
then continuing with the rename.

It is the point at which R is pressed that doesn't always select the
"rename" option. This is particularly annoying when renaming multiple
files, as the fluid repetitive routine is broken when this bug occurs.
