Ok, so here's an alternative fix. I uncommented the Add current
language section of 52_ubuntu_language_list_mods.patch. It creates a
cosmetic bug where the current language is listed twice but that is not
near as serious as the Ubuntu is suddenly in Chinese bug. It is also a
much better solution
