I can reproduce that on 13.04 64bit with compiz
1:0.9.9~daily13.04.18.1~13.04-0ubuntu1
This bug is present from the very beginning of Unity and have never been
properly fixed despite the various reports and hundreds affected users.
Ant it is, IT REALLY IS, a bit usability issue!

It seems that I no longer have the bug #1096471 with this rev 3542 (If a
window is moved next to the border of the screen on another viewport,
sometime Compiz doesn't switch to the right viewport when we want to
'activate' this window).
