This seems to be fixed on 3.2.0-31.50 which I installed yesterday,
brightness keys now work both when on battery and on AC power.
"Fixed by unknown update", but I'll still mark as Fix Released per
Ubuntu bug handling policy.

Yes, I concur with Jim, I tested the 3.6.0-rc3 kernel and the brightness
keys work well on that one.

I was also having this problem on a Samsung Series 9 (NP900X4C). The
screen brightness keys would go to either extreme and then flicker for
5-10 seconds. The new kernel has fixed this issue: the keys are working
as expected.

to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest
v3.6 kernel[0] (Not a kernel in the daily directory) and install both
