Public bug reported: I have kde-baseapps-data installed, but not kde-baseapps-bin (nothing I have installed pulls it in).
The following .desktop files: /usr/share/kde4/services/smb.desktop /usr/share/kde4/services/netpref.desktop /usr/share/kde4/services/proxy.desktop are part of kde-baseapps-data and also show up in System Settings, however, they cannot be used since kcm_kio.so is packaged in kde-baseapps-bin.
