Public bug reported:

The first time you press 'alt-f2' after login, you get a different
behavior than all subsequent presses.

after login, I usually hit 'alt-f2' to run commands.  This does not show the 
"History" items the first time.
Then, I hit escape to dismiss, and hit 'alt-f2' again, and the "History" items 
show up.

Screenshots to be attached show the different behavior.
