Thanks for your reply Stéphane. Will mark as "Fix Released" as 11 people
affected and comments stopped five years ago. This report and the
duplicate suggest problem with Launchpad. All seems ok here with Ubuntu
18.04 and Firefox 61.
If anyone is still seeing a problem they should create a new bug

I can confirm this.
It occurs randomly and only in some single tabs. Sometimes the Home-key puts
the view to any position, but not (as expected) to the beginning.
Page-Up and Page-Down keys are affected too.
