Public bug reported:

Using gnome-shell, I want to modify empathy accounts, so I click on
"accounts" in empathy main menu, and nothing happens. However, if I go
to the gnome-online-accounts settings and add an account, it sucessfully
appears in Empathy. So I guess Empathy "accounts" main menu entry should
simply display goa settings in the control center.

PS: I'm using ubuntu-gnome-desktop, so I don't use ubuntu-online-
accounts.
