I marked this as invalid for libunity-webapps. I've reproduced this by
dropping a .desktop file in .local/share/applications and the
applications lens didn't pick it up. There seems to be some bugs there
in watching for those. It works sometimes.

Yes, I'm seeing it still, but I am also seeing the .desktop file created
under .local. If I logout and log back in though, I do see it show up
in dash.
