.org-l10n-ku or at least remove the dependency on it from language-
support-ku

This may in fact be an error in openoffice.org-l10n-ku, because after I
remove that package, the option is there, if I install it, the option
vanishes.

does -ku have a complete translation, are all strings in the option dialog
translated?

No, the translation is not complete, not all strings in the option
dialog are translated. Maybe you remember that we had a lot of issues
with ku in the past and still have them.
