PS issue is: i can't move items in launcher, unless i do very very
specific things...it's not meant to be that way, right? from what i
gather they should always be

yes, in my launcher it's reproducible 100 %. items cannot normally be
moved, unless i proceed as already stated above. the items on the
launcher are all locked by default.
