I can confirm the issue, its in the compiz patch in Ubuntu, no matter
which workspace is the active, workspace #1 always stays lightened up.

seems I misunderstood the bug report. its actually about the workspace
launcher icon, I'll mark the bug incomplete as we await design feedback.
though my last comment also described a bug which i'll report.

As a workaround on Quantal you can activate the plugin Workspace Naming
(aka workspacenames) - it won't show workspace changes in the launcher
icon, but you can display the name of the workspace on screen for a
short moment once your workspace has changed.
