So, i teting this in this way: install new kernel on 3.5.0-17-generic,
shutdown -h now, boot on new kernel without WORKAROUND, reboot, boot on
new kernel without WORKAROUND.

It looks like the IPI to wakeup the CPU at boot is not getting through.
Just to sanity check things, can you also test with just the kernel
parameter: "noapic" and see what happens. The output from
/proc/interrupts on the working 3.6 and not working 3.5 kernel would be
useful too.
