No. Actually there's no new version available now because I have Xubuntu 12.10. The fact that there wasn't a notification icon for the new version (only when there was updated packages available, and it didn't inform of the new system version, unless I actually open the update manager) doesn't

It wasn't my assumption that you didn't upgrade to the new version, rather that /etc/update-manager/release-upgrades was unchanged and that subsequently you would have Prompt=lts set. Therefore, you would not presented with a notification about 12.10 being available because it is not an LTS

The prompt is set to normal. I tried checking for a new devel-release and a window asking me if I want to upgrade to the new version showed up. It's not related to this bug but excepting the title bar, it's untranslated... So, there isn't any notification icon but it's this window. I guess it's
