Since reporting this (October 2012) I upgraded Ubuntu and I'm currently
using Utopic Unicorn. I'm not experiencing this issue any more.

I've been using kernel v3.5.0-18 recently. I *can* connect to the
internet, however the connection stops working very often (with the
symptoms described above, related to a variety of applications).

I'm testing the kernel you suggested right now and it seems to be working! The
problem didn't present itself, and pages load a lot faster than in the default
kernel (where I always got a small delay before Chromium started loading).
