I deleted the grub2 task as, to the best of my knowledge, this was a
configuration bug specific to UGR.

I'm having the same issue. The problem seems to be the grub
configuration is pointing to the wrong filename. It's trying to load
/casper/vmlinuz.efi.signed which isn't in the disc image. By editing the
boot options to use /casper/vmlinuz I was able to boot successfully
without modifying the image.
Philip, I'm reopening this as I believe this is actually a high priority
issue for the Release Team to figure out what's not working correctly.
