Oh, I've been too pessimistic, Qtiplot has made it into Debian unstable.
I wonder if every package of debian unstable will be imported into
gutsy?

Yeah, I'd also like to see Qtiplot in Ubuntu, as it is the best
scientific application fitting my needs (I study physics) I know.
It is already on Debian's mentor page: http://mentors.debian.net/cgi-bin
/sponsor-pkglist?action=details;package=qtiplot , but I doubt it will
make it into Debian unsta
I vote for inclusion of Qtiplot in Ubuntu also. It should be fairly easy since
there is debian source package already (see this post)
