You were right the general 'get kubuntu' page still showed 700MB before the
release selection, thanks for pointing that out. It's now removed, and the
actual download page does show the correct image size.
Looking at Ubuntu I can't find any mention of the image size until you start
downloading

If we have abandoned the 700MB size limit that needs to be shown
predominantly on the download page. For 12.04 the CD image was also too
big and that was considered a bug.
