To be clear, nothing in Launchpad can put Firefox into cursor navigation
(aka "caret browsing") mode; that is a Firefox problem. But as for the
"sometimes it just apparently refuses to scroll ... until I switch to

Firefox: "Edit" > "Preferences" > "Advanced" > "General" >
