No, mlind, this isn't intended behaviour. Whether VGA font or not, the
UTF-8 breakage as described shouldn't be happening. Running 'sudo
setupcon' from a console once after each boot will work around the
problem; I'm still trying to work out why it's happening in the first
place.

For weird characters in mc and gdm console, I suggest you to reconfigure
cons
I've installed the brand new released feisty from a cd, and the problem still
exist!
With "sudo dpkg-reconfigure console-setup" i could solve it, but it's not the
way for the 'average user'.
With the default english locale console mc and gdm errors look unreadable a
strange due to UTF8, but i us
Use "sudo dpkg-reconfigure console-setup" to change console font.

I guess this is console-setup (or usplash) related. Can you try booting
with usplash turned off (edit the grub entry and remove "splash" from
the kernel boot line)?
