OK, first, starting off with Quantal and latest updates to recreate:

This is new as of Quantal for me. Additionally, after some playing
around I am almost certain that this ONLY occurs on lid close/open
actions and ONLY when plugged in. When I'm on battery, the machine
seems to suspend/resume on lid actions properly. When I'm on mains, I
can suspend/resume via
I should add that the machine will probably barf after XX S3 cycles, I
just don't know what XX is, and it's probably a higher number than I'd
normally care to hit with normal usage.
