xubuntu-meta is maintained in bzr.
The ./update script regenerates the dependencies/recommends list from the seeds
(https://launchpad.net/ubuntu-seeds). So you need to push the changes to the
seed to update xubuntu-meta.
*ubuntu-docs have been moved to the Recommends field during feisty dev
The issue is likely to be still present in Gutsy.
The problem is that "xubuntu-docs" is recommended only, but not required
by the "xubuntu" meta package.

I've tried providing a .debdiff, but the "update" script moved xubuntu-
docs back from desktop-ARCH to desktop-recommends-ARCH afterwards again

No alternatives available for firefox-homepage.
turn out xubuntu docs was missing from the install. Once installed the
homepage appeared on restarting firefox.
So the whole bug boils down to the netboot install misses the xubuntu-
docs package.
Many thanks for all the help nailing the fault.

Xubuntu should be pointing firefox at its start page per the
specification in

being done but isn't working then it's a firefox problem.

It seems to be present in /usr/share/doc/ubuntu-artwork but firefox is
looking for in /usr/share/ubuntu-artwork. So I have now located the
folder but it makes no odds as the file isn't in it anyway :(
