Public bug reported:

I haven't installed any updates recently, but somehow the power-cog has
turned red, and when opening it, there was no restart required item, but
the Online Accounts menu item was red. I guess this shouldn't happen. By
the way, clicking the RED online accounts has opened it, as expected.
