Upstream bug (if you click through to gnome's bug tracker) indicates
that fix was released in version 3.8.1. The version in raring is
actually 3.6.1, so it's predictable that this bug still exists.
You might be interested in compiling installing the new upstream
package, or you could wait for

This bug still exists in 12.10 and is a usability flaw because the 'save
as dialog' pretends to have the focus on the highlighted filename but
doesn't. Even worse, when you realize that the focus on the filename is
not the focus and you click on the filename, focus gets lost and you
have to select
