a while ago and there is no recent duplicate nor user mentioning having
the issue on Intrepid. If this is still an issue, don't hesitate to

- /usr/share/locale-langpack/fr/LC_MESSAGES/update-manager.mo not installed
after the Edgy to Feisty dist upgrade
- This file gets installed after issuing: sudo apt-get install --reinstall
language-pack-fr-base

simply was not there in language-pack-fi-base (the file was not
installed, and it was not shown with dpkg -L language-pack-fi-base), but

I can confirm the problem too (on a french system). Forcing
reinstallation of the base language pack fixed it. Judging from other
bug-reports, it seems that this bug happens with other (all ?) localized
versions.
