Hi, it had to do with the update manager not installing or accessing the
updates from the web. I'm an Australian living in England. I've not done
anything Ubuntu related recently as I've been on deadline for work.

I agree with the change Marcobra recommended. This is something that
often appears on mailing list and in launchpad questions/answers.
New users do have issues with this, especially when the error is thrown
by synaptic. This should be changed in the interests of improving the
usability of Ubuntu
