This sounds like a regression in the fglrx driver rather than one in the
kernel, especially considering the fact that the open driver (which
lives in the kernel) works correctly.

Could you please test Oneiric to see if this bug happens there as well?

This bug was not present on enabled systems in Oneiric. If we can test
Oneiric on these systems, it would be a good data point to have, to see
if it was something that is a regression or a workaround on the iso that
fixed it.
