Public bug reported:

When I enable jovie in systemsettings->accessibility->text to
speech->enable text to speech system checkbox, the config file
/home/rudd-o/.kde/share/config/kttsdrc gets written and it says enabled
true, but when I log back in,  the checkbox is disabled.  Regardless of
what I do in that panel, or whether I launch jovie manually (which does
not get remembered by the session manager after logout, might I add),
adding talkers is broken (even though my speech dispatcher setup works
properly) and the list is empty when I go to add them.  KMouth won't
speak either.
