Interestingly, this did not happen in Ubuntu 17.04, but started to
happen after I upgraded to 17.10.

Perhaps this bug should be re-opened. For I have the problem on Linux
Mint (Mint 18.1 x64). On my system, openVPN must be restarted manually,
and the only command that seems to do the job is:
sudo service openvpn --full-restart

A workaround is to edit the file:
/etc/default/acpi-support
To the line that begins with:
STOP_SERVICES=...
add openvpn to the line.
I assume this should be considered a workaround, not a fix.

I am having a similar issue in Feisty. It didn't happen in Edgy, but it
does in Feisty.
In my case, I'm running OpenVPN as a server on my home desktop computer.
It's got two connections open -- a UDP port and a TCP port. It's using
tun0 and tun1.
When I boot the computer, it runs fine and I can
