IMO it broke more than slightly.
Perhaps dkms could depend on linux-generic to prevent this? Even if the
installer is fixed, anyone who installs from the original ISO and
updates will hit this bug.

If you have linux-generic installed, it will keep your kernel and
headers in sync. There was an unfortunate bug in the quantal installer
that removed linux-generic and broke this slightly.
