Public bug reported:
Quantum NEC plugin requires the plugin agent, but quantum package does
not provide it.
The command line is similar to other plugin agent:
/usr/bin/quantum-nec-agent -- --config-file=/etc/quantum/quantum.conf
--config-file=/etc/quantum/plugins/nec/nec.ini
--log-file=/var/log/quantum/nec-agent.log
It also applies to Quantal and Cloud Archive for Precise.
