They used to depend on the headers, but it brought other issues which
were critical enough that the header dep was dropped.
Also, headers are installed by default already, so there should be no
need to explicitly depend on them.

You should install linux-headers-generic metapackage so you do not have
to manually install the headers for each new kernel.
