I'm seeing the same symptoms with hardy beta, but I traced it to bad
permissions on /var/lib/gdm.

I upgraded Dapper to Feisty Fawn. The /usr directory had the permissions
700. I changed it to 755.
In the Ubuntu-Forum anybody had the same problem:

I solved it. The /usr -directory did not have the right permissions.
But why the GDM consumes 99% CPU? An error would be helpfull!
