Just did a dist-upgrade -d and it seems snappier in 13.04. I will report
if I see any more manifestations of the issue

It was on Static Blur when lagging. Switching to No Blur made it lightning
quick.

Dash menu lags for me when Active Blur is enabled. Installing ccsm by
doing
sudo apt-get install compizconfig-settings-manager
then run `ccsm`, go to Unity plugin, Experimental tab, Dash Blur and set
it to No Blur and then try typing in the Dash again, should be much
better.
