Try to backup your '~/.cache' folder, delete it and re-log in Xfce. I'm
quite sure that you've saved a session.

This is a rather strange issue, but no matter what workspace I was in in
the last session, whether I resume from hibernation or boot afresh, Xfce
starts up in the second workspace.
Sessions are not saved on logout (or at least the option is not
checked).
