Public bug reported: Ubuntu upgrade to 13.04 went south and nothing so far is fixing the issue entirely. Ran sudo apt-get update --fix-missing followed by a sudo apt-get upgrade --fix-missing, it worked itself out for a few minutes and appeared to be making progress but then stopped and prompted me with an error,
