Same situation on phone (mako build 20130929) A UI way to re-enable it
is to go to system-settings, but the user experience would be much
better if the indicator was still present showing a disabled BT (like
Wifi)

Adam, I certainly am able to re-enable bluetooth, from the
/commandline/. But the UI for enabling/disabling it is gone, which is
not supposed to happen.

same here, I can also activate bluetooth from the System settings, but
this makes the panel icon virtually useless, which is a shame after it
became somewhat nicer in 13.04. if this a design, then a very stupid
one...

I am also in the same situation as Jerker. Is this a bug or is it by
design? It appears again in the notification bar if I activate bluetooth
again from under 'System Settings'.

I can enable bluetooth from Settings-Bluetooth.
When enabled the icon is present in the notification field, when
disabled the icon disappears making it cumbersome to reactive it.

You can certainly re-enable by running 'sudo rfkill unblock bluetooth' - we
just shouldn't have to
