in 12.04, 3.2 or 3.5 kernel, when on battery power, throttling seems to
work as expected (cpu speed increases when needed).  When on A/C
power/charging battery, cpu speed is stuck at the lowest.  cpufreq-info

I should also note, that this behavior only occurs when the system is 
unplugged, allowed to run on battery power, then plugged back in.  Once plugged 
in, the ondemand profile locks it to 1.2GHz speed, as you can see by the above 
policy.
