I can confirm that in Kubuntu 8.10 still has this bug: when installing
texlive-latex-base kvoptions is missing. This should be included in the
base install IMHO.

Update:
this problem seems to have been partially-solved, as of today, using hardy with
latest updates (2008-09-08). Now installing texlive-latex-recommended properly
installs the kvoptions package and resolves the "missing kvoptions.sty" problem.

According to package.ubuntu.com only the 2007-5 version of this package has
kvoptions.sty and it's only in gutsy.
But i don't have that file:
