I have this problem in ubuntu 13.10 too, and didn' manage to fix it.
Even installing it from elpa didn' help.

AucTeX doesn't get
I just realized that the problem appears only if I have a space in my
local Variable-section.
For example if the file ends like
%% Local Variables:
%% coding: utf-8
%% fill-column: 74
%% TeX-master: t
%% End:
It doesn't work, but with
%% Local Variables:
%% coding: utf-8
%% fill-column: 74
%%
