If you don't have tzdata-java installed (I think it comes from OpenJDK),
there's no need to install the updated version. But if you do, you
really want to install both.
Also confirming that rschroll's solution works (on 12.10). Does anything
other than time/availability of people with the relevant privileges
prevent those packages being applied to earlier releases?
