I'm sorry, I must have been really distracted at work to make such a
useless comment. I went ahead and reinstalled libsasl with no issue.
I'm running the same gutsy system as before - just complete up to date.
This should be marked resolved.
Here is the log from the reinstall:

Looking at the dependencies of the mentioned packages and they look all
sane.

ohphone installs fine now but it doesn't have this as a dependency. My
best guess is that it's replacement is libsvga1 which also installed
fine.

Looks like cyrus-sasl2 no longer builds the libsasl2 transitional
package, and the packages that use it should be fixed.
