I have also tried Tino's workaround, and it has no effect for me too.
But I could disable the overlay scrollbar with the next command:
gsettings set com.canonical.desktop.interface scrollbar-mode normal
(enable works with the command:
gsettings reset com.canonical.desktop.interface
I agree, switch off overlay scrollbars is not a (temporary) solution. I would
like to use it in other applications.
I have touch screen and it would be good if i could use it in gnumeric, like
eg. in gedit or evince or naulilus.

As a workaround, you can disable the overlay scrollbars by entering in a
terminal screen:
set com.canonical.desktop.interface scrollbar-mode normal
to get the old behaviour back:
gsettings reset com.canonical.desktop.interface scrollbar-mode
If you still don't see scroll bars in gnumeric, then
I appreciate that workaround, but disabling the overlay scroll bars
completely just to get gnumeric to scroll at all seems like more
negative than positive. Again, it may be useful for testing and
gaining an understanding, but I just want to make sure users understand
this will do more than just
Affects Lubuntu 13.04/OpenBox in the same way - no scroll bars. All
spreadsheet navigation must be done from keyboard.
