Today I've made again a complete fresh install of Raring (using the daily build
of 15.04.2013).
The bug does not occur (and the problem with the "Invalid UTF-8", too).

There's NO problem under the Live Media.
I've noticed that the date cannot be displayed next to the time. It
returns me "Invalid UTF-8". This problem is also in-existent under the
Live Media.

Installing the entire LibreOffice package doesn't solve the problem.
I've checked the Language Support and some packages had been installed before
reporting the bug so that's not the problem, too.
Yes, it's a completely fresh install and the Home directory isn't a separate
partition.

Does it work for you in LiveCD mode? What if you install the entire
LibreOffice package? Please also check Language support (in Settings)
and see if it asks you to install anything. Is this a completely fresh
install with the home
