For me it's the exact opposite - the scrolling is reversed when "Content
sticks to fingers" is disabled.

On saucy - scolling up, lowers volume, this is a regression.
All other volume controls work correctly, e.g. in rhythmbox.

On saucy, it's also reversed if you only have a mouse.
I have no touchpad settings in the "Mouse and touchpad" configuration
screen.
