It is exactly the same with me, but it happened after the upgrade to
13.10 saucy. How can I find the above configuration and try to fix this
issue?? I could not find it in the gconf.

I have the same issue; however, I am running gnome-shell
3.8.1-0ubuntu1~raring1.3, and it still doesn't work. My keybindings for
switch-applications and switch-applications-backwards are the same as
Jens'.

I just reset switch-windows to [] and it works now. So apparently
there is a conflict between switch-windows and switch-applications.

put gsettings list-recursively org.gnome.desktop.wm.keybindings:
org.gnome.desktop.wm.keybindings activate-window-menu ['Altspace']
org.gnome.desktop.wm.keybindings begin-move ['AltF7']
org.gnome.desktop.wm.keybindings
After installing 3.8.1-0ubuntu1~raring1.3 today it started working now.

To manage
'switch-windows' has been deprecated in 3.8, but apparently can conflict
with the new setting 'switch-applications' if the user had modified this
keybinding in the past.
Try resetting 'switch-windows' back to default ([]).

After instructions in IRC switched to gnome3-staging; problem still
there. Alt-above-tab and using the arrow keys in alt-tab popup works
fine.

One idea was org.gnome.desktop.wm.keybindings switch-windows being set
to AltTab was interfering with the binding ,but resetting it did not
help. Super-Tab is working fine, though
